Je mehr man mit den "Segnungen" des Föderalismus (nur ein Stichwort, der Aktualität wegen: Umsetzung des Bologna-Prozesses) zu tun hat, desto mehr findet man andere Regierungsformen, z. B. Zentralstaaten oder Präsidial-Demokratien, erstrebenswert.

Anderswo läuft es aber auch nicht besser:
